The construction industry within UK is the single largest employer with over 2.2 million employees. While the industry is growing at a rapid pace it continues to suffer from poor access control at construction sites, litigation costs of health and safety (H&S) violations, buddy punching and over charging from contractors. In 2005-06 28% of all worker deaths were in the construction industry and 3,677 major injuries to worker force were reported in the same time frame. The cost of these incidents to the industry can be gauged from the fact that average penalty per health and safety conviction was £ 29,997.

Morgan Ashurst contacted Human Recognition Systems (HRS) for developing a solution that will not only improve site security and H&S regulation enforcement but also allow for multi-site facilitation and muster reporting at the touch of a button.

 

Objective

The objective of this case study is to highlight the business benefits of using MSite to help increase site security, improve H&S policy enforcement, eliminate buddy punching and overpayment to contractors.

 

Existing Issues

Morgan Ashurst at any given time have a number of construction sites involving workers, contractors, suppliers, supervisors engaged in a range of activities. Access to the construction sites was controlled by security officers who physically inspected the credentials of each employee against his card and made a manual entry into the register. At some of the sites smart cards were used to grant access to the workers to sites. The same process was repeated at the end of the day as each employee was logged out. The existing process meant that:

  • Gaining access to the construction site was a laborious process.
  • Unsupervised access using smart cards allowed workers to clock in and out for each other.
  • The large number of stakeholders made it virtually impossible for Project Managers to control access to sites, know who is onsite and if they had the necessary credentials to be there.

As a consequence site security could be compromised and result in unnecessary overheads due to litigation costs on health and safety violations, buddy punching and incorrect payments to contractors.

There were also indirect costs on account of insurance claims, time taken off work for injuries and in some cases investigations into how the incident occurred, closing the site down for several days.

  • Employee Induction: Employee induction status will determine their ability to gain access to a site.
  • Employee Banning: When an employee is banned from a site, this change will cascade to every site networked with central solution.
  • Health and Safety Details: Solution will allow a manager to store details in the application whenever an employee is involved in an accident.
